You can't. Only a copy of the household registration is not allowed to apply for a marriage certificate, according to the Marriage Registration Regulations, mainland residents who register for marriage must provide the original ID card and household registration book; Copies of ID cards and household registers can be made on site at the marriage registry office.
First, the copy of the household registration can do marriage certificate
Mainland residents who handle marriage registration in accordance with China's "Marriage Registration Regulations" shall present the following certificates and certification materials:

(2) A signed statement that I have no spouse and no direct relatives or collateral relatives within three generations with the other party.
3. The parties shall submit three 2-inch color group photos of the two parties recently.

2. Procedures for obtaining a marriage certificate
1. Apply
Both men and women who want to get married must present their own household registration certificate, resident identity card, and a signed statement that they have no spouse and no direct blood relatives or collateral blood relatives within three generations with the other party. Jointly apply for marriage registration at the marriage registration office where one party's household registration is located.
2. Review
The registration authority may, when necessary, require the parties to provide relevant supporting materials for the examination of the marriage application of both parties, or conduct necessary investigations, or designate items for medical appraisal.
3. Registration
If, after examination, the marriage registration authority considers that the conditions for marriage are met, it shall grant registration and issue a marriage certificate. If the marriage registration authority refuses to register, it shall issue a written explanation explaining the reasons for not registering.
