The fifth article of the newly revised "Marriage Registration Regulations" stipulates that when handling marriage registration, the parties who do not have a household registration and ID card can obtain a marriage certificate with the household registration certificate issued by the public security organ.

Both men and women who are registered for marriage together with the required documents go to the marriage registration office of the district or county Civil affairs bureau where one party has a permanent household registration.
2. Accepted by the Civil Affairs Bureau
After preliminary examination, the staff of the marriage registration office considers that both parties basically meet the conditions for marriage registration, and requires both parties to fill in the application for marriage registration and the declaration of marriage of non-close relatives.
3. Information review
The staff of the marriage registration authority shall examine whether the valid certificates and registration applications submitted by the parties are true, complete, valid and in accordance with the relevant provisions.
4. Registration and certification
Upon examination and verification of the identities of both parties and meeting the conditions for marriage registration, the personnel of the marriage registration authority shall fill in the "Marriage Registration Examination and Processing Form" and issue marriage registration certificates to both parties to the marriage registration respectively.
